4. D hospital : 40th place▲(85th=>45th)
5. E hospital : 40th place▲(66th=>26th)

The PEI renewal rate of general hospitals is 100% for four consecutive years.
There is a hospital that has never used PEI, but there is no hospital that has only used it once.
